Allow field plugins to skip field instances in D7

As noted in ✨ Do not attempt to migrate Drupal 7 field instances for fields whose storage was not migrated Needs work , the `field_type_exists` check in `_migrate_skip_fields_instance_configuration` prevents field plugins to skip field instances in D7. This is useful, for example, to identity and skip conflicting text processing settings in Drupal 7 → .
