Navbar's Bootstrap settings settings value are not saved at Appearence -> Vartheme (Bootstrap 4 - SASS) or (subtheme))

Problem/Motivation

At the Bootstrap settings pages of Vartheme-4 or generated sub-theme, any changes made in the form in the Navbar section

(Navbar top background color / Navbar top position) etc are reset to default/previous value after after saving the form.

But when i try the same changes with the "Bootstrap Barrio theme" new values are saved as expected.

Steps to reproduce

  1. Visit admin/appearance/settings/vartheme_bs4 or admin/appearance/settings/yoursubtheme_bs4
  2. scroll to Navbar structure fieldset
  3. change Navbar background color, Navbar top background color or Navbar top link color
  4. After saving form values are restored back to previous value.

    i set this issue back to a support request because i just realize that after saving the form even if new value set on the form a not retain, running drush cex warn about those changes.

    The strange part of this issue for me i please need help from anyone to understand is why is it behaving so on UI only with VarthemeBS4 or generated sub-theme of Vartheme Bs4
