Create plugin for Trufil module

Problem/Motivation

There is a Trufil module → that is fork of BEF, but without jquery dependency. As NoUiSlider does not require jquery too, it makes sense to create a slider plugin for Trufil as well.

Proposed resolution

It looks an easy job as plugin structure is the same for that module, new plugin would be almost exact copy of src/Plugin/better_exposed_filters/filter/nouislider.php file.

It would be great to see it in new release.
