Missing validations on the "Consent text" field on the Settings form

Problem/Motivation

When changing the "Consent text" on the Settings form, there is no validation to make it consistent. The two issues I found:

1. It's not validating if the data policy ID exists;
2. It's allowing to repeat the data policy ID with different requirement.

Proposed resolution

Write proper form validations.
