Rivet - Use `rvt-c-` consistently for library, component, and stylesheet names

Problem/Motivation

The naming conventions of our component libraries are a bit all over the place.

iu-grid-builder
iu-paragraphs-grid-builder
rvt-c-hero
rvt-c-iu-paragraphs-billboard
rvt-c-iu-paragraphs-media
rvt-c-iu-paragraphs-stats
rvt-c-section

Proposed resolution

We should standardize on rvt-c-paragraph as one single custom component wrapper, and then create modifier classes for styling each individual component, such as rvt-c-paragraph--billboard.
