workflow for migrating menu attributes to menu link attributes

We need to establish a path for migrating D7 Menu Attributes to Menu Link Attributes

I'm not sure how difficult this task with be because it just occurred to me but it would smoothen out migrations from Drupal 7 -> Drupal ^9 greatly if there was a migration workflow from Menu Attributes to Menu Link Attributes.
