Thanks for reporting and working on this. A possibility to filter is definitely a useful feature. Something similar was committed to the 7.x branch in the past, see: #2336975: Specifying which types to send messages for →
I have rebased the MR and changed the target branch to 2.1.x. Also made a few changes to closely match what was committed to the 7.x branch, so that we have it similar. I think that it is still possible to tweak this feature in the past in follow-ups, but let's start with the mostly same functionality.
So currently, it will be possible to allow or block specific channels for a specific severity (similarly, as you can enter different email for each severity).

There are not automated tests, but I have tested it manually and the inclusion/exclusion worked during my testing. So I merged this. Thanks!
