Add compatibility for Drupal Contrib module (Drupal.org gitlab)

Problem/Motivation

Add compatibility to check Drupal contrib modules, with PROJECT_TYPE: DRUPAL_CONTRIB variable

Proposed resolution

• Improve actual GitLab Components by checking if custom rules are already present (e.g. with PHPCS: https://git.drupalcode.org/project/mongodb/-/blob/8.x-2.x/phpcs.xml)
• Make composer install optional if quality tool is already present in projet
