Add Label Help support for Core Media reference fields

Problem/Motivation

The label help text does not appear on Drupal 10 Media entity reference fields.

Steps to reproduce

Proposed resolution

The Media entity reference field uses a a fieldset component that works like the radios and checkboxes fieldsets, where an existing #field_prefix may exist.

We must refactor use case 5 to have better support for other fieldset containers, particularly when they have an existing #field_prefix.
