Remove Jquery Colorpicker support

Problem/Motivation

The Jquery Colorpicker module seems abandoned.

There are two alternative plugins in Image Effects to manage color selection in UI.

The Jquery Colorpicker one has been hidden for quite some time now, since there was not a compatible version of the module.

Proposed resolution

Remove all Jquery Colorpicker integration code altogether, and clean up docs.
