Let SearchApiBulkForm override isWorkspaceSafeForm() to avoid fatal error

Should be fixed by the MR.
The cause was the sloppy coding in the new \Drupal\views\Plugin\views\field\BulkForm::isWorkspaceSafeForm(), so it’s probably actually not just a test problem. Changing the title to reflect that, in case others are looking for this.

Unfortunately, this doesn’t seem to have worked completely, SearchApiBulkFormTest is still failing on Drupal 10.3 (though not on Drupal 11.0).
For some reason I cannot reproduce this problem locally, so I’ll have to use an MR for testing.
