GitLab CI won't run our build tests on Drupal 11 because the available version of SQLite is too old

Turns out that Docker images with PHP 8.3 and the correct version of SQLite do exist (in #3419616: Create PHP 8.3 image containing sqlite 3.45 → ), we just need to be sure we're using them in the CI jobs that target Drupal 11.

The SQLite issues are due to a templates known issue #3447792: See if we need to raise sqlite version for Drupal 11 → . I opened the MR https://git.drupalcode.org/project/automatic_updates/-/merge_requests/1076 with the same changes as 1074 but testing against the fork and without overriding the image.

Once #3447792: See if we need to raise sqlite version for Drupal 11 → is RTBC and merged then we'd only need the PHP changes on 1074.

Looks good if tests pass
