PromotionOrderProcessor assumes coupons field

Describe your bug or feature request.

When using a custom entity that implements OrderInterface, but is not a commerce_order based entity, the PromotionsOrderProcessor fails during refresh on the custom entity.

If a bug, provide steps to reproduce it from a clean install.

Install Commerce Core + Promotions.
Create custom entity that implements OrderInterface
Attempt to refresh the custom entity through OrderRefresh->refresh()
