Setup working group permissions

Larowlan raised we need to setup permissions to support out workflow. We need a few different things.

1. Adding an issue to drupal.org/project/drupalorg for the new role(s) we'll need here
2. Getting a sandbox per https://www.drupal.org/drupalorg/docs/build/development-environments → to create the role(s) (features module is used for working on d.o)
3. Documenting the new role here https://www.drupal.org/drupalorg/advanced-user-roles →
4. Issues per the process for each user here to be granted the role

Important part of setup is defining:

• What are the roles we need?
• What permissions would those roles have?
• If we have a sandbox, what do we need that for?

Part of this definition is slightly coupled with the process we define.
