[META] Issues should target dev branch

Problem/Motivation

The issues were assigned to the initial 1.0.0-beta1 version. Now that there's a dev version, issues should target 1.x-dev.

Proposed resolution

Is there a way to bulk-update the issues to point to 1.x-dev?
