Paragraph tooltip is not displayed in the dialog

Problem/Motivation

When editing/creating content and trying to add new paragraph, the paragraph tooltip is not displayed in the dialog.

Steps to reproduce

Prerequisite: Paragraph type with defined description

On content add/edit form click "Add paragraph". The dialog is opened with paragraph options.
Click on "i" icon - tooltip should be displayed with paragraph description, but it is not.
