[tbd] Add shorttext to text

Problem/Motivation

In 🐛 The shorttext value must be between 1 and 100 characters long Fixed we added truncation to the shorttext because VGWort only allows strings up to 100 characters long in this field.

This means that text that is in the Drupal title might not make it to VG Wort.

Proposed resolution

Add the shorttext to the text if the text is plain text, ensuring that the full title is part of the text as VG Wort considers it.
