'Setting up this repository for the first time' instructions show even when a project has code because the check for that is

Problem/Motivation

Project git instructions at https://www.drupal.org/project/clockpicker/git-instructions , for example, are showing the 'Setting up this repository for the first time' instructions because that project does not have dev releases.

Steps to reproduce

Not sure how to fix it, as calling git to check for commits would be expensive I assume.

On the other hand, querying for release nodes every time that page is loaded isn't brilliant either! Especially as the $empty_or_no_versions text is only ever used in the early stages of a project -- never again after that! I wonder if a boolean field on the project to say it's in that early state, or even (once this is on D10) a flag in the state API would be better.
