We've been running the patch created from the pr in #2861378: Implement FedEx Special Services as plugins → , but that issue is closed and no longer applies to the 1.x-dev branch. Currently, we need to upgrade this project to D10.
This issue is to bring the pr up to the current 1.x-dev, which will likely be mostly a re-roll of the pr.
