Unable to execute drush command in local

While running drush, Receiving error stating: [preflight] Package "drupal/core" is not installed

I have updated my environment variables like below after installing drush globally. Drush also installed for local apps in the same way. I have even tried running the commands from the root directory but same result.

C:\Users\sample\AppData\Roaming\Composer\vendor\bin,
.\vendor\bin
