No sign of "Enable fieldset around exposed forms"

I had the same problem.

For me, the solution was :
- Click on "Exposed Form Style > Settings"
- Select "All displays (except overridden)"
- Save
- Click on "Exposed Form Style > Settings" : the checkbox "Enable fieldset around exposed forms" appears !
