Filter listing of content with a smart date field by selecting the year

Problem/Motivation

We would like to filter simple non-range, single cardinality date fields by year in an exposed filter on a view.

✨ Views Date Filter Datetime Granularity Option Fixed and #3119347: Smart date filter granularity → made it seem like this was a possibility with Smart Date.

Steps to reproduce

1. Created a new smart date field, made Allowed duration values 0
2. Setting duration to zero and using the Smart Date, date-only range filter still showed "to" and an end date field.
3. Adding a filter for this field to a view still showed nothing about granularity and an ability to filter by the available years or an easily defined range of years, only the usual operators and a Value type of "A date in any machine readable format. CCYY-MM-DD HH:MM:SS is preferred." and a Grouped filters option that might technically work to filter by years but would be prohibitively cumbersome to set up and keep up to date.

Proposed resolution

Document how to do a simple exposed filter at a granularity different from the entered field value, or document clearly that this is not possible.
