The project page and the README send you to https://www.palantir.net/blog/jumpstart-your-drupal-9-upgrade-drupal-rector for documentation, but that's ancient. It also doesn't tell you anything about actually using Rector.

It also links to https://www.palantir.net/rector which doesn't have any info at all.
