Provide formatters with typed data processing

Motivation

For Rules 3.x, we developed data-selectors and data filters, plus some autocomplete. see "typed_data" project. Let's consider adding a field-formatter plugin that allows to use typed data data filters and or data-selectors. With the possibility to add any kind of custom attribute/slot the data-selector could be used to map field-data in a custom way.
