Offline mode is not working properly when aggregation enabled (Drupal 10.1+)

Problem/Motivation

During saving course for offline usage an error is thrown.

Digging showed it is related to the wrong format in which URLs are passed for downloading, which causes this error:

Symfony\Component\HttpKernel\Exception\BadRequestHttpException: The theme must be passed as a query argument in Drupal\system\Controller\AssetControllerBase->deliver() (line 132 of /var/www/html/web/core/modules/system/src/Controller/AssetControllerBase.php).
