Button instead of href

Is it some ways to do add to cart btn as a element without href attr?
Reasons:
1. Due to html semantics and accessibility: links are contained within an HTML anchor tag with an href attribute containing the URL where the user will be directed. Buttons - A button is meant to submit information and will not necessarily redirect the user to an entirely new web page.
2. Some SE robots ignores rel="nofollow" tag and creates excessive load on the server by hits on addtocart link
