After creating a transform block for a Menu it is not showing up in transform API

Problem/Motivation

After creating a transform block for a menu, it doesn't show up in the transform API.

Steps to reproduce

• Create a transform block for a menu and place it in /admin/structure/block/transform
• Place the block
• It doesn't show up in the region in the API
• Clear the cache and do the same again
