Blocks are not assigned in proper region on first installation.

When i install the theme first time then block are not assign in proper regions also styles are broken.

Install the theme as drupal standard and set default.

i have also found this all block placement is in wrong place i am trying to make it like olivero block layout please let me know if u any have any suggestions.
