Do not show layout_builder_blank in the option list

Problem/Motivation

When user wants to select the layout to use from the Display layout settings option list, an "Other" section appears with a blank entry which points to the "layout_builder_blank" layout.

Proposed resolution

Removing the entry from the option list as the layout_builder_blank layout is a special layout.
