No search result when search phrase contains for non-ASCII characters

Problem/Motivation

A client notified me of some weirdness going on at his site. He had created a new item "Französischspiele", but using search the item wasn't shown. After some trials I found that search API doesn't find words, when the search phrase contains an umlaut. Searching for "franz" works perfectly fine, but "franzö" doesn't show any results.

    The backend is just the database, nothing "third party".

    If you test it on the "bare bones install" you can tell whether search works for words with non-7bit-ASCII characters or not. And if it works for you, I'd be grateful to be notified. In my initial post I showed you how to spot the issue: Put the word "franzö" in any of the fields search is enabled for, then use the "search" box to search for "franz" -- it should yield the text containing "franzö". Next, search for "franzö" - the result should be empty.

    This is how it works here, and I am sure you can do this simple test in less than three minutes yourself. Please let me know your findings.
