But when I open drupal.org/project/add, I get an error 403 forbidden.
This was caused by an anti-spam measure which disallows creating projects when your account is not yet confirmed. You are now confirmed, and this part should be resolved. Sorry for the inconvenience.
So I went on my dashboard and followed the "Your projects" link, which let me to drupal.org/project/user where I get the following error.
5xx Server Error
This is a bug on that page which we are triaging.
