Allow Webform module to be optional

Problem/Motivation

Currently the Webform module is a requirement to use this module. Sites without the Webform module enabled should still be able to utilize this module using the content type capabilities.

Proposed resolution

Remove dependencies for the Webform module.
Add in additional checks to see if the Webform module is enabled, if so show and allow Webform related items, otherwise do not show or allow.

User interface changes

Webform tab will be hidden if Webform module is not enabled.

I pushed up a commit that removes Webform dependency and adds logic to check if the Webform module is enabled if it is installed.
