Site Alert should have a non-javascript fallback

1. Bug: If javascript is disabled in browser, the module doesn't do anything. (Graceful degradation is a Drupal standard.)
2. Feature Request: There should be a way to disable the ajax-based auto-refresh, which just cost my client $400 in hosting overages for last month
