Fix server translation history migration

While testing migrations, I noticed the l10n_server_translation_history is half migrated. This is because in the source plugin, L10nServerTranslationHistory::getIds() is misconfigured. As the Drupal 7 table appears to have no single primary key, I guess we need to use a compound ID here.
