After a fresh install, ignored configs are not ignored and are imported.
- Fresh install of config_ignore 8x-3.3 on Drupal 10.2.5
- Changing mail system module config
- Adding mailsystem.settings to the ignore listing
- mailsystem.settings still appear as modified and are imported (through UI or Drush)
Same goes with other modules.
Am I missing something ?
