I'm proposing that a starting subtheme is included as part of the packaged archive for download as part of the module.
This could assist with those lower tech site owners/managers that are able to add in a theme and have skills with CSS/JS/TWIG but don't necessarily have the skillset to work with or even install php to generate a subtheme.
This is found in some other themes like Bootstrap Barrio → when downloading/included when added to composer:

-- subtheme
There would be no expectation that the subtheme has anything provided other than it is included in the package. Possible benefit could be validated that the subtheme can be generated.

Documentation
The starterkit with a script to update namespaces and machine names is available in CivicTheme starting version 1.0.
If users do not have PHP installed - they can manually replicate what a script does (but this is an error-prone process and we are not recommending it).
