This only occurs with the patch from 🐛 Don't log out users who do not accept the T&C Needs review applied.
A site using CSS or JS aggregation will have an unstyled legal page as the LegalNavigationLock disallows visiting any managed URLs, including those to load
Enable CSS aggregation, visit the legal banner page.
Add system.css_asset and system.js_asset to the allowed routes.
