Menus placed in Navigation do not expose second level menu items

When placing a menu in the navigation, the navigation does not expose 2nd level items

Edit the main menu and ensure that you have a menu structure with multiple levels
Ensure any parent menu items have "show as expanded" set on them (this is under "Display settings" within the sidebar when editing the menu item)
Try to use Navigation to get to any of the submenu items. You cannot.

Seems there is an extra setting allowing you to display as much levels in specific menu as you need.

For now closing the issue, but if you think that this behavior should be changed, feel free to re-open it
