Works with Promotion, but not with Promotion that has a coupon code

When I have a Commerce promotion (without a coupon code), the price formatter works as expected.

However, if I have a Commerce promotion that has a coupon code, the price formatter isn't triggered.

Maybe I'm missing something, but I've reviewed all of the configuration settings and it seems consistent.
