Resend to blocked user?

Problem/Motivation

If a user registers themselves and must confirm their email address via a link sent... but they don't receive that email, or don't click that link... they remain blocked. But running the "resend email" on a blocked user does nothing. What should be happening? Shouldn't it be resending that verification email with the link? What am I missing?

    I just created a few issues for resending the account activation email - which is a different case. The point is that I think that the module should not try to bundle all cases in one action plugin; rather, it should provide different actions for different cases, since there are multiple account emails that are meant to be sent for different cases.

    In the case that you mention, I think there should be a different action plugin that would send the verification email again, for users that are blocked specifically.
