Allow global recipient overrides

I am not sure, if that is possible.

But it would be nice, if I could setup in the mail system a global override for the 'To' email or even add an 'Bcc' to every outgoing email. Every time I have to setup an email workflow within Drupal I have to check if events work along with certain email templates, designs themes and so forth. Testers pile up and get more, but I certainly don't want that the testers (or other parts of the Drupal installation) have to deal with me setting up the emails. Thus it would be nice, if I could globally override the 'To' or 'Bcc' email, to redirect everything (temporarly) to my account.
