Shipping promotion offers are confusing sellers

Problem/Motivation

We experienced a few miscommunication with sellers when dealing with adjustments. It has come to a point that I think I must open an issue here as the current naming confuses people. They are called:
- Fixed amount off the shipment amount
- Percentage off the shipment amount

Sellers wanted to give 5% off of the order, so they though "Percentage off the shipment amount" would be fine as they thought shipment means the packaged box with goods in it that will be sent to the customer. But in reality in this module shipment means the shipping price only, not the order total that will be billed. So they experienced that the system only gave 5% off the shipping price and not the totals, resulting to a phone call to admins that the feature does not work.

Steps to reproduce

Proposed resolution

Please reword these offers to:
- Fixed amount off the shipping amount
- Percentage off the shipping amount

This way everyone will understand that this offer considers the shipping price only, not the total package as a whole with products in it.

    Yeah, this should be an easy fix. The one thing I'm not clear on is the language of the Shipping module itself. Typically, I'd talk about "discounting shipping" in the abstract or discounting the rate specifically, but a Shipment does have a field called "Amount" that apparently would reflect both the rate and any additional adjustments.

    The problem, as with most things in Drupal, is different sites may use the system in wildly different ways. Perhaps it's best just to talk about "Fixed amount off shipping" or "Percentage off shipping"? Regardless, I agree that shipment could be a confusing word to use here.
