Support tracing for StatementExecutionFailureEvent

A new StatementExecutionFailureEvent, which extends StatementExecutionEndEvent was added to 10.3.x branch

The FailureEvent could be captured by the same EndEvent handler. If it's a failure event, add SpanStatus unknown error status?
