Inconsistent json structure

Problem/Motivation

When a region has one block inside, the JSON structure differs from a situation where two or more blocks are present.

This creates an issue where JSON becomes structurally different when developers add a new block.

Steps to reproduce

  1. Install transform_api
  2. Add main block to content region
  3. Check the JSON structure by calling ?format=json on content
  4. Add breadcrumbs block to content region
    5. Check the JSON structure again

Proposed resolution

Make structure when there's only one block the same as when there are multiple blocks.
