In CKEditor 5, LinkIt is incompatible with Media Entity Download because it doesn't tell CKEditor about required data attributes on the <a> tag

The code change itself illustrates the goal, so I'm happy to proceed with merging this. I'm not sure that this should really be categorized as a bug, given that it wholly involves providing and affordance/compatibility for a different contrib module, but the categorization isn't too important here.
