Bump up Sqlite version gitlabci to be able run build tests on core converted module

Follow-up to 🐛 Skip build tests if SQLite is too old Fixed

Steps to reproduce

Proposed resolution

Either bump up the Sqlite version for all our test if they will pass or just core converted version if possible. We may need changes in the gitlabci templates
