Page title (H1 tag) isn't being sent to Conductor

Problem/Motivation

The conductor API consistently reports that the H1 tag is missing keywords even when they are contained in the title. I suspect this is because the title either isn't sent at all or isn't sent as an H1 tag.

Steps to reproduce

Proposed resolution

When the title of the content contains a keyword, the response should acknowledge that and reflect that in the UI.

Actually, I think this is problem with the Conductor API. Confirmed that we're sending, but the response indicates that it's parsing the tag instead of the
tag.
