Rename form to Cross-Origin Resource Sharing (CORS)

Problem/Motivation

Not everyone understands CORS and "CORS Configuration" came off as confusing to some entry-level users. Following the other menu link namings, changing it to "Cross-Origin Resource Sharing (CORS)" helped specify the form and what is CORS.

Along with this, so did bringing the MDN Web Docs links to the top of the form
