Great that you started working on this already!
I could be wrong, but I think that the info.yml files from test modules don't require "core_version_requirement" to be set (only the modules visible in the user interface should have it). At least this was the case on Drupal 10 + DrupalCI: tests run fine on these without "core_version_requirement" being set.

That"s probably true as they are not expected to be downloaded on their own, but I don't think it can hurt, does it ?

Yes, it will probably not hurt indeed. Maybe only if you forget to update these when you work on compatibility for future Drupal major versions (Drupal 12 and beyond). I remember it did hurt some in the past, I think when transitioning projects from Drupal 8 to 9, where I initially forgot to remove the line "core: 8.x" from the info.yml files from test modules.

OK, at this point, I think I prefer keeping them, thanks for your comment though. Beyond code/CI they also serve as demo for module users.
