Move form elements from Breezy Layouts to this module

Problem/Motivation

The layout variant form builder in Breezy Layouts → should be moved to this module so that other modules (planned) can take advantage of the same elements.

Remaining tasks

Once this module has all of the elements and element plugins, Breezy Layouts will need to be updated.
